Edwin O. DeSilva - Chairman

Ed is a graduate of the University of California at Berkeley with a Bachelor of Science in Business. After serving five years as an officer in the United States Marine Corps., he returned to help manage the family construction business. Ed has over 40 years of experience in the operation and management of our general contracting business as well as extensive experience in real estate development projects. In 1964 he assumed full operational responsibility of Oliver de Silva, Inc. and is presently its Chairman and Chief Executive Officer. Ed is also a General Partner of DeSilva Gates Construction.

Richard B. Gates - President

Rich is a graduate of Santa Clara University with a Bachelor of Science in Civil Engineering. Upon graduation in 1976, Rich joined Oliver de Silva, Inc. as a Construction Engineer. In 1980 he became responsible for the estimating and bidding of all public works projects. Rich was named President of Oliver de Silva, Inc. in 1987 and has been responsible for the emergence of the company as one of the premier General Engineering Contractors in Northern California. DeSilva Gates Construction and Oliver de Silva, Inc. have constructed over $400 Million worth of Caltrans projects since Rich took over as President in 1987. Rich currently serves as President and General Partner of DeSilva Gates Construction.

David DeSilva - Executive Vice President

David is a graduate of the University of the Pacific with a Bachelor of Science in General Business. Since 1982, he has worked in many areas of Oliver de Silva, Inc. and since 1995, DeSilva Gates Construction. David was responsible for managing the acquisition of Gallagher & Burk, Inc. beginning in early 1998. David currently serves as Executive Vice President for DeSilva Gates Construction and President of Gallagher & Burk Inc.

J. Scott Archibald - Vice President

Scott is a graduate of Oregon State University with a Bachelor of Science in Construction Engineering Management. Upon graduating in 1981, Scott worked for Piombo Corporation as a Project Engineer on the Route 580 Reconstruction Project in Castro Valley. In 1984 he joined Oliver de Silva, Inc. as a Construction Engineer and advanced to Area Superintendent in 1986, Area Manager in 1989 and Operations Manager in 1990. Scott currently serves as Vice President of Construction for DeSilva Gates Construction.

Mike Kloos - Vice President

Mike is a 1973 graduate of Stanford University where he received a Bachelor of Science in Civil Engineering and a Masters of Science in Construction Management. After graduation, Mike joined Morrison Knudsen where he worked for four years as an Offshore Superintendent and Project Engineer on two large marine projects. In 1978, he joined Piombo Construction where he served as Project Manager, Chief Estimator and Area Manager on numerous public works projects. In 1984, Mike joined Oliver de Silva, Inc. as Assistant Operations Manager. In 1988, he was promoted to Public Works Manager. During the next eight years he had primary responsibility for the company's ability to successfully complete over $450 million of public works construction projects. In 1996, Mike became Vice President of Public Works for DeSilva Gates Construction.

William Kuchulis - Vice President of Business Operations

Bill is a graduate of California State University at Long Beach with a Bachelor of Science in Business Administration, which he received in 1978. After gaining four years of heavy construction experience including onsite project and main office assignments with Guy F. Atkinson Construction, he joined Oliver de Silva, Inc. His initial assignment required procuring and implementing the company's first computerized accounting system. He initially emphasized the need for, and subsequently provided management with accurate and timely project and cost reporting. In 1991, he assumed the position of Controller and in 2012 he was promoted to position of Vice President of Business Operations.

Bob is a registered engineer and a 1979 graduate of the University of Santa Clara where he received a Bachelor of Science in Civil Engineering. In 1982 he earned a Masters of Science in Civil Engineering from the University of Santa Clara. Bob joined Oliver de Silva, Inc. as a project manager and supervised the construction of over $85,000,000 of public improvements in the North Pleasanton Improvement District, including the Hacienda Business Park and Hopyard Road/I-580 Interchange. In 1989 he was promoted to Construction Manager for Oliver de Silva, Inc. and The DeSilva Group where he supervised the design, estimating and construction of public works improvements and land development projects totaling over $100,000,000. Projects included mass grading, street improvements, shopping centers, urban redevelopment and reconstruction, and several major landfill expansions and closures in Northern and Southern California. Since 1996 Bob has continued to serve as President of Pacific States Environmental Contractors.

Pete Davos - Vice President of Construction Operations

Pete is a graduate of San Jose State University where he received a Bachelor of Science in Civil Engineering. During his last year and half of college and continuing after graduation in 1982, Pete worked for Piazza Construction Company. Pete joined Oliver de Silva, Inc in April 1983 as a Project Engineer working on the highway approaches to the Dumbarton Bridge. In 1989 Pete was promoted to Project Manager working on several large Bay Area freeway projects. He advanced to Construction Manager in 1992, General Manager of Public Operations in 1999 and General Manager of Construction in 2009. In 2012 Pete was promoted to Vice President of Construction Operations.
